Yes and no. Sometimes I run out of ideas, others I lack the motivation.

Nothing reasonable, really, it's just that a lot of people I know seem biased against bigger bots. I will admit that it does take a lot of creativity to overcome the tropes of building a giant robot to fight giant monsters.
In terms of developement my characters are getting more layers to them. I've worked out motivations, backstories, and solidified characters as well as their relationships.
For example, Jericho, whom I've recently characterized as a stoic leader and scientist, used to be a witless nutball not unlike Professor Frink, and before that was outright insane to the point of basically being a clone of Doctor Insano. I'm solidifying him as a bit of a combo between the most recent versions, nutty only when there's room for it, which is NEVER if you're the head of a world-class defense organization. His relationship with the rest of the gang is that he's the father figure, and legal father of the orphaned Agai.
Agai hasn't changed much from being an affectionate and well-meaning dimwit. At least, not when the story starts. As the world becomes more cruel and hits him harder with trauma (including losing both of his arms), he becomes more of a hardass. A feminine touch from a love interest by my good friend Igor teaches him not to be an punk. Now he handles his monster-busting job professionally and sometimes with a bit of a smile. He's the deconstructed and reconstructed hero.
Val was originally just a normal dude with a computer for a brain. No joke. I've actually had a lot of fun turning him into the badass action-hero archetype, making fun of the new-girlfriend-every-movie trope by making him a swinger. I've obviously strayed away from Austin Powers because not only would that be WAY too obvious, but Mike Meyers' "I'm not really that great" shtick got old by movie 2. He kicks ass, spews catchphrases, and can't hold a girl down. Out of all my characters, he's by FAR the simplest, though that might be to a fault.
Lastly is Selios, or Selly. He's a stoic gunman archetype with metal tentacles that spew fire. I didn't get to develop him much yet...
Actually, I didn't get to develop those last three at all lately. For some reason I haven't been putting them into any of the RPs lately. Jericho's been more interesting to me but only for his relationship with Agai, which I haven't been able to explore.
I can really relate with Plink in terms of writing, that's why I'm mostly confined to RPs.

Yeah. It's hard too. I've got a book series that I need to wrap up before two friends of mine and I head our seperate ways. With this writers apathy block it makes such a project hard. RP's are easy of course but that's partially because you have others that are helping you get the RP done.
