yes, but cartoons to us are not cartoons to them, but actual television, and in this case, most likely reality tv

I think the differences between the two art styles are too obvious to place them in the same universe. By that logic, Fairly Oddparents and Jimmy Neutron shouldn't be in the same universe. The same can be said with Dexter and PPG, there are some big differences between the two that are rather obvious.
