What was? Having to be accepted before joining? If so, I just think it's the only way to keep out flamers.

Yes, but it was looked down upon. I can see why. It'd be hard to judge if a new member was actually him and we might turn down someone who's actually an awesome person. You'd think he'd get bored and go away. What it must be like to have so much free time you can waste so much of it trolling message boards.. Most people I know have better things to do.

He's actually taking a risk. Using a proxy involves a third party that could be collection his private data.

I can see everyone's IP, so it's not a big deal. I'm limited to city and state location, but not an exact location. Only the ISP or government can do that.
A third party can actually get into his computer and track all his activity via cookie, spybot, or trojan.
I can always keep banning him, but the risk is his to deal with.
The proxy he used is in Chicago. He could be lying too, and may actually BE in Chicago.

If you have a forum of you own, you can use it. Only the admin can see IPs. They are usually seen on the profile, or on the bottom right of their posts.
It's especially useful if you think someone is BS'n you.
