General, this message is for your eyes only, as well as whomever is part of your research team connected with what is discussed in writing.
It has come to my attention that The Good Doctor, whom has been working so well on [PROJECT_DRAWL] has, so to speak, disbanded violently. What I also have come to understand is that he took the one and only specimen of the project, as well as all files in relation to it, and then simply disappeared.
The way I worded that above paragraph would no-doubt offend you, and I apologize. I have also seen the bodies at [DEAD SAPPHIRE] and I thought I could try to put off the stress of that many dead while under your command.
The unfortunate part of all of this is the fact that the Good Doctor, this so-called "KPG", has escaped with the subject of something that could allow us to completely obliterate Skyway Patrol and the Cluster. As you know, those two are the biggest and most powerful military forces out in the galaxy so far.
My biggest fear is if the specimen of [PROJECT_DRAWL] joins either. It would render all of our plans for naught, and our country will not reign supreme as a result.
So let me get to the point of this letter: I would like all the information you can give me regarding this Good Doctor of yours. You are one of my closest friends, and you know that I am a tactical genius beyond the capabilities of Skyway Patrol and The Cluster.

It doesn't offend me. I know you too well to ever mean offense in anything you say.
That being said, I'll get to the point. The Good Doctor. He never really told us his name- always insisted that we call him "KPG". Seems to remind me of that Russian Secret Police called "KGB", but that's a coincidence if I've ever seen one.
He's an ace in technology, welding, construction, problem-solving, and programming, and an artist of sorts. (considering how he designed the specimen) He is also the first to experiment in the more advanced kind of artificial intelligence, even so much as making "actual" intelligence. We're still not sure how he can do it. Something tells me that he has help in making it. Either way, this man was practically a jack of all trades, but master in many. I never thought a man like him could exist.
What we do know is that in order for him to make a so-called "Actual Intelligence", (abbreviated "A2I") he would need an authentic personality and mind of someone. I have no idea where he got any of it for [PROJECT_DRAWL], but it worked. I personally viewed all in-facility tests and the creation stage.
Speaking of which, The Good Doctor was the only one that actually did work on the specimen. Of course, it was like you requested. One scientist allowed us to keep this secret exactly as implied.
Anyway, In-facility tests have proved promising. The specimen has excelled in close-quarters and weapon systems. KPG himself even got into some kind of suit he designed and helped in the tests.
The specimen was incredibly close to the Good Doctor. I even found out that the specimen even named itself. I forget what the name was. Soon after, the Rampancy showed itself.
Recent deep scans throughout [DEAD SAPPHIRE] proved surprisingly fruitiful. We have found blueprints for armor suits and other designs of the specimen. We have also taken note of all the cryptic messages that were scribbled everywhere that was not the blueprints themselves. We have also found a psychological profile of him, though the name is still not available through that. It's as if no one ever knew his name except maybe the specimen.
Through his psychological profile, we have learned that he is a schizophrenic sociopath, and relatively psychotic. He is able to hide that fact incredibly well. He also seems to perceive inanimate objects as alive. I have seen him talk to a box of ammunition at one point, but paid no notice.
KPG has also been reported by his now-deceased psychiatrist that he continuously talks about what is determined to be a figment of his imagination. It is said that this "figment" is someone capable of creating and destroying everything, but chooses not to. The reason, he said, is that if he destroyed everything, it would be incredibly boring, and that the races of the universe are doing "a hell of a job at that as it is."
The psychological profile is attached with this message, so the above paragraphs are basically a nutshell.
Despite all of that, he has managed to get an incredible education, and managed to slip past our psychological tests. We have also determined that he was once part of the Canadian Corps.
At the age of Twenty-eight before he began [PROJECT_DRAWL] is utterly astounding. He technically should not exist, but he does.
