Here's a thought: Why can't they all just be friends? Sheldon is far too attached for a long-lasting relationship to form, Jenny is too familiar with Brad, and Tuck would find that kinda thing gross, and there's really nothing too special between the Jenny and the girls unless you want to be forced and contrived.

Sooooooooooo Sheldon has the best shot?
I pick Jenny X Brad, 'cause they're like buds.

Sheldon strikes me as a Nice GuyTM... which means he could very well be a manipulative, selfish, horrible person... which he kinda is.
Brad, however, kinda strikes me as the kind of dude who wouldn't dedicate himself to a relationship. He's just an outgoing, laidback kind of guy. He just seems more at home on the field in a Skyway Patrol uniform... well... if the paperwork didn't bog him down, anyway.
Misty... doubt it. Their different moralities would keep them from getting serious in anything. It's why you don't often see ships for Batman and Superman.
Vega would be too busy with maintaining an entire civilization forced upon her after a bloody coup against her own mother. Not just that, but they also just rearmed every single robot with the capacity to stand a fighting chance against XJ-9 herself... Or at least any military ever.
Tuck... BAH HA HA HA HA HA HA HA! I can't judge a kid's personality based on the age where he doesn't even know the difference (or lack of difference) between displaying chivalry out of the hope of reward, and utter selfishness. How would I know how he would be once he hits puberty, or once he gets through all the phases he goes through due to societal influences?
I guess what I'm saying is: JennyXMelody for life, ya'll.

Sheldon has been a villain and I see Sheldon sins will always follow him and he has no problem with it. Deceptive works for him secret agent space pirate he gets glorified. He not sure if he wants revenge on Jenny or her love again. I feel that he will return to his crew. Jenny hate liars but deceit is part of him. He has one big obstacle and it does not help if her mom is gone he has to take care her. Yeah that will be awkward. He will probably take her to the Cluster Prime for her safety or has to be the boss during the hard times and face that the love is over along with disguise of being the nice good guy he was. He still will be nice but evil. Brad would be so typical trope but he already has Melody. We have yet to see Melody meet with Sheldon. Brad did marry Tammy and with her probably having hard times since she is no longer a school teacher. Wow he will have difficulties. Misty yeah they got a lot to patch up. She be in friend zone if she is lucky Vega… hmm it could work but she is busy. It would be a knight queen love for while. Jenny will busy saving planets. It would funny to see the expression from their moms when they found out. Oh the high jinks of a gay royal robot couple with their moms having issue with each other. I smell sitcom. Somebody come up with a theme song Tuck that is a no.

Because the poll made restrictions on what Jenny will be shipped with, the best pairing would be Sheldon.
Let me clarify. The first time Sheldon met Jenny in the show was a repair request, after she tussled with some bullies. He may have gazed at the hand he was holding, but he did repair the screw (which for some reason I find odd. Why didn't Jenny do it herself?).
Either way, despite Sheldon's heavy engagement to the female robot, he would still help Jenny in many requests and adventures. The connections based on those traits are what I believe make Sheldon the best soulmate for Jenny. Granted, it took some time for Jenny to accept his qualities, but his commitment for her, in terms of her programmed needs, should be the protocol Jenny needs to understand about Sheldon.
