I have been noticing from role plays and fanfiction that cluster being too flanderized for my taste. Perhaps there is too much need of a villain need to fulfill conflict. I wonder what do you think of the Cluster. This includes all their members.

Well, under the leadership of Vega (Vexus' daughter), the Cluster as a race is no longer interested in threatening Earth.
Vexus, Smytus and Krakus are still hostile, but without the resources of Cluster Prime to support them, they are working on their own.
So if Vexus ever wanted to regain her former threat level, she'd need another race to back her, specifically an artificial one, as Vexus thinks organic life is the equivalent of an animal.
Might be worth exploring, if the new Cluster Hive goes to war with Cluster Prime and Earth is caught in the middle.

Cluster has taken over planets. I can’t remember all the titles Smitus had other then he is the mayor of Moonrobia. I feel that Vexus will be proud that her daughter taking a step up. Remember from the movie she constantly calls her daughter so she does worry for her. She is also very mothering for the nanobot. She can do the disguise trap at any time. This means she can do the cloak and dagger approach.

All those planets might have been under the Cluster banner though, as an alliance of planets.
And since Cluster Prime turned on Vexus, their allies might do the same. Or alternatively, Vega could have declared them free planets and released them from their obligations.
Vega is probably the only one safe from Vexus, even though she deposed her from the throne. As you pointed out, Vexus' parental instinct is too strong to allow her to take revenge on Vega, even though Vega condemned her to exile.
Also, it appears in later episodes, Vexus' resources are much diminished, as she has to either work on her own or with Krakus and Smytus. I'm assuming without the Cluster behind her, she just doesn't have the ability to build weapons of mass destruction or have an army to back her up. Remember in Toying with Jenny, she actually had to use an Earth factory to build her robot army?

I thought the Toying with Jenny episode was before Cluster Movie. Vexus was last scene was in episode Queen Bee. Looking at it her tools are extremely limited. She desires more to rule the school then destroy Jenny. My guess she misses having people to commend.

I'm not sure of the original sequence, but according to episode order via iTunes, it goes like this:
1. Cluster Prime. 2. Toying With Jenny. 3. Junkyard Asteroid (can't remember the name). 4. Queen Bee.
I still can't make sense of the Junkyard Asteroid episode, as Smytus was supposedly completely destroyed in orbit of Earth with Krakus and Vexus was defeated in orbit of Cluster Prime. How did they all end up on the junkyard asteroid when they were a galaxy apart when defeated?
I suppose in theory someone showed up to clean up the mess from the Cluster Command Ship and dumped the remains, not realizing that Smytus and Krakus were still in the debris field. Vexus probably fell off the dump truck ship (she accidentally crashed into it) when it got there.

The junkyard episode was called Trash Talk. It was the episode that showed the Vexus, Krukus and Smitus in ruin. I think the part that you are questioning is this: If the toy episode was before the movie then why is Cluster army not there? I have to admit in practicality that seems like big error. At least they could have been used as back up. I would put this under lazy writing. Give me time I could find an excuse for it to make it sensible.
